올해 상반기 상업·업무용 건축물 거래비율이 역대 최고치를 기록했다. 반면 아파트 거래비율은 최저 수준으로 하락했다.
1일 한국부동산원 월별 건물용도별 건축물 거래현황에 따르면 올해 상반기(1~6월) 오피스텔을 포함한 상업·업무용 건축물은 15만8679건 거래됐다. 전체 건축물 거래량(76만2371건)의 20.8%다. 관련 조사가 시작된 이래 반기 기준 가장 높은 비율이다. 직전 반기(20.1%)보다 0.7%포인트 늘었다.
구체적으로 살펴보면 상업시설, 오피스, 지식산업센터 등 비오피스텔이 8만9215건으로 56.2%를 차지했고, 오피스텔이 6만9464건 거래돼 43.8%를 차지했다.
반면 같은 기간 아파트 거래량은 38만8383건으로 거래비율로 보면 50.9%인데, 이는 역대 최저 수준이다. 아파트 거래비율은 전분기 52.9%에서 50.9%로 2%포인트 줄었다.
시흥능곡역 초역세권 입지에 주상복합 ‘STAY720’이 홍보관을 개관하고 분양일정에 돌입한다.

‘스테이720’은 상가 및 오피스텔에 대한 분양을 진행하며 홍보관은 시흥능곡역 인근에 위치해 있다.
수도권 오피스텔 분양시장에서 역세권 중 입지적 희소성과 지하철 출구까지 1분 내로 갈 수 있는 편리함을 가진 ‘출세권'(출구 바로 앞)이 주목받고 있다. 일반적으로 출구역세권은 지하철역이 바로 앞에 있는 단지를 일컫는다. 편리하게 지하철 이용을 할 수 있다는 점에서 수요자에게 인기다. 특히 직장인이 주 수요층인 오피스텔에서 출구역세권의 선호도는 높다.
한국부동산원 청약홈에 따르면, 올해 4월 서울 지하철 2호선 신설동역 도보 1분 거리에 조성되는 ‘신설동역 자이르네’ 오피스텔은 총 95실 모집에 3988건의 청약이 접수됐다. 평균 42대 1의 경쟁률을 나타냈다.
역세권은 오피스텔 매매가격에도 영향을 미친다. KB부동산에 따르면, 서울시 마포구 ‘마포신영지웰’(2004년 입주)은 지난 9월 전용 52㎡가 4억7000만원에 매매됐다. 공덕역 도보 1분 거리 출구역세권이라는 점이 반영됐다는 게 인근 중개업소의 설명이다. 공덕역과 거리가 다소 떨어져 있는 ‘SK허브그린’(2005년 입주)은 지난해 12월 전용 47㎡가 3억8000만원에 거래됐다. 입주시기와 면적이 비슷하더라도 출구역세권 여부에 따라 매매가와 환금성에서 차이를 나타내고 있다.KCC건설이 경기 하남시에 분양 중인 ‘미사 아넬로 스위첸’은 미사역 출세권이란 점에 주목받고 있다. 이 단지는 지하 7층~지상 22층 오피스텔 449실(전용면적 21~44㎡)과 근린생활시설로 구성된다.
계약금 1차 1000만원 정액제와 중도금에 대한 무이자 혜택까지 제공돼 입주 때까지 자금 부담이 적다. 아울러 4도어 비스포크 냉장고, 빌트인 식기세척기, 벽체 매립형 샤워 수전 등 그동안 하남 일대 오피스텔에서 보지 못했던 풀퍼니시드 시스템까지 제공 예정이다.
교통 여건도 좋은 편이다. 지하철 5호선 미사역 6번 출구 바로 앞에 있다. 인근에는 9호선 연장(강동-하남-남양주선) 예정이다. 올림픽대로와 강변북로 접근도 쉽다.
주변 생활 인프라가 다양하다. 인근 18만여㎡ 규모의 미사호수공원을 비롯해 미사 경정공원, 미사 한강공원, 34㎞ 자전거 도로 등도 있다. 인근 미사역 주변으로 차 없는 거리와 코스트코, 이마트, 스타필드 하남, 이케아 등 대형복합쇼핑몰도 있어 원스톱 생활권을 누릴 수 있다.
주거형 오피스텔은 A타입 전용21㎡(20실), B타입 전용36㎡(19실), C~E 타입 전용41~44㎡(410실) 등 5개 타입으로 구성된다. 하남시에서 희소성이 높은 전용 40㎡ 이상이 대부분이다. 모든 실에 공간 활용성을 높인 와이드 다락 구조로 설계돼 실사용 면적이 넓다. 안티 바이러스 도배지와 안티 박테리아 도어 레버 등도 적용된다.

전체 건축물 거래는 전분기보다 22만8239건 감소했다. 이 가운데 아파트 거래량은 59.5%, 상업·업무용 거래량은 17.9% 차지했다. 아파트가 거래가 상대적으로 많이 줄어든 것이다.
올해 연이은 금리인상 여파에 부동산 시장이 위축된 가운데 지난 몇 년간 수요가 집중됐던 아파트 시장이 큰 타격을 받았다는 분석이다.
# 결혼을 앞둔 직장인 A 씨는 신혼집으로 오피스텔 월세를 알아보고 있다. A 씨는 “여자친구와 출근 지역이 달라 ‘더블 역세권’ 아파트 전세를 찾아봤는데 전세자금대출 이자도 부담스럽고 월세를 구하자니 너무 비싸서 오피스텔 월세로 신혼집을 구하기로 했다”고 말했다. 그는 “요즘은 오피스텔도 아파트만큼 구조도 잘 나오고 보안도 잘돼 있다고 해 가구 옵션이 많은 곳으로 알아보는 중”이라고 설명했다.
서울 오피스텔 월세 가격이 사상 최대 폭으로 오른 것은 급격한 금리 인상과 전세금 상승으로 전세자금대출 이자를 감당하지 못한 세입자들이 아파트에서 오피스텔로, 또 전세에서 월세로 내몰린 결과다. 전문가들은 아파트 매매 및 전세 가격이 치솟자 임대차 수요가 대체제인 오피스텔로 옮겨가면서 오피스텔 월세 거래량이 늘어나고 가격도 뛰는 것으로 분석했다. 이자 부담이 커진 오피스텔 임대인들이 전세를 월세로 돌리거나 월세 가격을 올리는 것도 영향을 준 것으로 보인다.
17일 한국부동산원에 따르면 6월 서울 오피스텔 월세 가격 변동률은 0.18%로 한국부동산원이 오피스텔 통계를 작성하기 시작한 이래 가장 크게 올랐다. 특히 직장이나 학군이 밀집한 지역은 상승 폭이 더욱 가팔라지고 있다. 용산·종로구 등 도심권은 6월 월세 가격 상승률이 0.25%로 서울 5개 권역 중 가장 많이 올랐다. 강남 4구가 위치한 동남권의 월세도 0.23% 상승했다.
오피스텔 월세 가격 상승의 배경으로는 지난해 8월부터 시작된 금리 인상 기조로 대출 이자 부담이 커지자 월세 거래가 늘어난 것이 꼽힌다. 국토교통부 실거래가 시스템에 따르면 올해 1~6월 서울 오피스텔 월세 거래량은 1만 4818건으로 전년 동기(1만 3906건)보다 6.56% 늘었다. 반면 전세 거래는 지난해 상반기 1만 4572건에서 올해 1만 1620건으로 20.25% 급감했다. 오피스텔 임대차 거래 중 월세 거래 비중은 56.0%로 오피스텔 전월세 거래 가운데 절반 이상이 월세였다. 지난해 상반기 월세 비중 48.8%에 비해 7.2%포인트나 늘어난 것이다.
박원갑 KB국민은행 부동산수석전문위원은 “월세 가격은 매매 가격과 연동될 수밖에 없다. 그런 점에서 오피스텔 월세는 아파트 월세보다 저렴한 편”이라며 “급여 소득세율이 낮을수록 전세대출 이자 납입분에 대해 연말 소득공제를 받는 것보다 월세로 지출하고 세액공제를 받는 게 유리한 점도 월세 선호 요인 중 하나”라고 지적했다. 금리 인상기인 만큼 집주인과 한 번 계약하고 2년간 일정한 금액을 지불하는 월세가 상대적으로 저렴하다는 인식도 커진 것도 보인다.
박 수석전문위원은 또 “젊은 세대 사이에서 오피스텔에 대한 인식이 준아파트로 바뀌는 점 또한 오피스텔 월세에 대한 거부감을 줄인 듯하다”며 “아파트처럼 외부가 차단돼 개인 사생활이 보호되고 각종 편의 시설이 있어 오피스텔을 아파트를 대체하는 살림집이라는 인식이 생겨나고 있다”고 설명했다.
전문가들은 임대인들의 이자 부담 역시 커지고 있어 가파른 월세 인상은 당분간 불가피할 것으로 예상했다. 여경희 부동산R114 수석연구원은 “금리 부담은 실거주 수요자뿐만 아니라 오피스텔 투자자들에게도 영향을 미친다”며 “금리 인상에 따른 임대 수익률을 개선하기 위해 당분간 월세 가격이 오를 것으로 보인다”고 전했다.
오피스텔 매매 및 전세 가격도 지속적으로 상승하고 있다. 6월 서울 오피스텔 평균 매매 가격은 2억 6380만 원으로 2년 전(2억 5131만 원) 대비 4.97% 올랐다. 서울 오피스텔 매매 가격 지수는 지난해 6월 이후 13개월 연속 상승하고 있으며 전세 가격 지수는 2019년 6월 이후 37개월 연속 오름세다.
다만 전문가들은 오피스텔은 아파트 대체재 성격이 강한 만큼 투자에 신중해야 한다고 조언했다. 분양 업계의 한 관계자는 “오피스텔은 아파트 대체 상품인 만큼 부동산 경기에 보다 민감하게 반응한다”며 “대출 이자 등 수익과 비용을 신중하게 고려할 필요가 있다”고 말했다. 실제 올해 상반기 서울 오피스텔 매매 거래는 9993건에서 9297건으로 6.96% 줄어든 상태다.
내년 서울 오피스텔의 기준시가가 평균 5.86% 오른다. 서울의 상업용 건물은 3.77% 오른다.
국세청이 오피스텔과 상업용 건물의 2021년 기준시가안(案)을 20일 국세청 홈페이지(www.nts.go.kr)와 홈택스(www.hometax.go.kr) 웹사이트에 공개했다.
국세청은 내달 10일까지 열람과 의견조회를 거친 뒤 최종 기준시가를 오는 12월 31일 고시한다.
기준시가는 양도소득세와 상속·증여세를 산출할 때 취득 당시 실지거래가액 또는 시가를 확인할 수 없는 경우에 활용된다. 보유세(재산세, 종합부동산세)와는 관련 없다.

이번 열람·의견조회 대상은 서울·인천·경기·대전·광주·대구·부산·울산·세종에 있는 오피스텔과 일정규모(3,000㎡ 또는 100호) 이상 상업용 건물, 복합건물(1동 안에 오피스텔과 상업용건물이 모두 존재) 등 2만4천132동 156만5천932호다.
국세청은 지난 6월부터 넉 달 간 조사를 거쳐 '적정가격'(부동산 가격공시에 관한 법률 제2조)의 84%를 반영해 기준시가안을 산출했다. 기준시가는 시세의 70% 선으로 알려졌다.
내년 기준시가안을 보면 오피스텔은 올해 기준시가보다 평균 4.0% 올랐다. 서울이 5.86% 올라 가장 많이 올랐다. 이어 대전(3.62%), 경기(3.20%), 인천(1.73%), 부산(1.40%), 광주(1.01%), 대구(0.73%) 순으로 높았다.
반면 울산(-2.92%)과 세종(-2.92%)은 오히려 내렸다.
상업용 건물은 평균 2.89% 상승했다. 서울(3.77%)이 가장 많이 올랐고, 인천(2.99%)과 경기(2.39%)가 다음으로 높았다. 세종(-0.52%)은 떨어졌다.
고가 오피스텔로 유명한 강남구 타워팰리스에서 G동 13층 372.107㎡형의 내년도 기준시가안은 올해 기준시가보다 1억9천만원이 오른 21억7천만원이다. 같은 동 15층은 올해 7월 29억2천만원에 팔렸다.
'비선 실세' 최서원(개명 전 최순실)씨와 연예인들이 거주해 유명해진 강남구 피앤폴루스의 20층 272.290㎡형은 올해보다 1억원이 높은 19억4천만원으로 예고됐다. 같은 층·면적의 올해 10월 실거래가는 28억5천만원이다.
타워팰리스와 피앤폴루스의 내년 기준시가안은 올해 시세의 70% 안팎인 셈이다.
최고가 오피스텔인 서울 송파구 롯데월드타워앤드롯데월드몰 70층 2,130㎡의 기준시가안은 230억원이다. 이 오피스텔의 올해 기준시가는 226억원이다.
2020년 기준시가가 제곱미터당 가장 비싼 오피스텔은 강남구 소재 더리버스청담으로, 평균 936만9천원이었다. 2020년 기준시가가 8억원인 더리버스청담 16층 77㎡의 내년 기준시가 예고액은 8천만원이 오른 8억8천만원이다. 그러나 이 오피스텔 16층은 지난 2월 14억5천만원에 실거래됐다. 2021년 기준시가가 올해 초 실거래가의 60.6%에 불과한 셈이다.
용산구의 래미안용산더센트럴 18층 167.097㎡형의 기준시가는 올해보다 8천만원 많은 7억6천만원으로 예고됐다. 같은 물건의 올해 8월 실거래가는 12억1천만원이다.
국세청 관계자는 "기준시가는 보통 시세의 70%선이지만 신축이어서 거래량이 많지 않거나 가격 급등지역에서는 70%에 못 미치기도 한다"고 설명했다.기준시가안을 열람하려면 국세청 웹사이트 왼쪽 상단 알림판에서 ''21년 오피스텔 및 상업용 건물 기준시가 고시 전 가격 열람 및 의견제출' 배너로 접속하거나 홈택스 웹사이트 '조회/발급' 카테고리의 '기타조회'에서 기준시가 항목을 선택한 후 ''21년 오피스텔 및 상업용 건물 기준시가 고시 전 가격 열람 및 의견제출' 링크를 선택하면 된다.
예고된 기준시가에 이의가 있는 소유자는 '기준시가 고시 전 가격열람 및 의견 제출' 조회 화면에서 온라인으로 제출하거나, '의견제출서' 서식을 내려받아 관할 세무서에 우편이나 방문으로 다음달 10일까지 내면 된다.
'13월의 월급'으로 불리는 연말정산이 이달 15일 '연말정산 간소화 서비스' 개통과 함께 시작된다. 올해는 연말정산 시 일일이 자료를 발급받아 제출하지 않아도 된다. 자료 제공을 사전에 동의하면 결과만 확인하는 것으로 완료할 수 있다. 총급여액이 7000만원 이하인 무주택 세대주가 국민주택규모(85㎡ 이하) 또는 기준시가 3억원 이하 주택에 월세로 살았다면 월세의 10∼12%를 세금에서 공제받을 수 있다. 대상 주택에는 주거용 오피스텔과 고시원도 포함된다.
14일 국세청에 따르면 무주택 세대주로서 해당 과세기간의 총급여액(연간 근로소득에서 비과세소득을 차감한 금액)이 7000만원 이하인 근로자가 85㎡ 이하 또는 기준시가 3억원 이하 주택을 임차하면 월세액(연간 750만원 한도)의 10%를 세액공제 받을 수 있다. 총급여액이 5500만원 이하라면 12%를 공제해준다. 최대 90만원까지 혜택을 보는 셈이다.
다만, 월세 세액 공제를 받으려면 해당 주택으로 주민등록상 전입해야 한다. 또 월세지급액 전체에 대해 공제되는 것은 아니다. 월세지급액이 연간 750만원을 넘는 경우에는 750만원까지만 세액공제 대상 비용으로 인정된다.
세액공제의 대상이 되는 주택은 주택뿐만 아니라 주거용 오피스텔, 고시원도 해당된다. 일례로 총 급여액 6000만원인 A씨가 매달 50만원의 월세를 1년 동안 납부했다면 올해 소득공제를 통해 60만원(600만원×10%)을 공제받을 수 있다. 총 급여액 5000만원인 B씨의 경우 매달 50만원의 월세를 1년 동안 냈다면 72만원(600만원×12%)을 환급받게 된다.
주택임차차입금 원리금 상환액 소득공제는 85㎡ 이하 주택을 임차한 무주택 세대주로서 근로소득이 있는 거주자가 대출기관 등으로부터 전세금이나 월세 보증금을 빌리고 원리금을 상환할 때 적용된다. 공제를 받으려면 차입금이 대출기관에서 임대인 계좌로 직접 입금돼야 한다.
장기주택저당차입금(주택담보대출) 이자 상환액 소득공제는 무주택 또는 1주택을 소유한 세대주(세대주가 주택임차차입금 원리금 상환액, 주택마련저축 및 주담대 이자상환액 공제를 받지 않으면 세대원 포함)가 일정한 요건을 충족할 때 받을 수 있다. 주택 요건(2019년 이후 취득한 경우 기준시가 5억원 이하)은 취득 시 기준시가를 기준으로 판단하므로 현재 주택 시세와는 무관하다.
주택마련저축(청약저축) 납입액 소득공제는 총급여가 7000만원 이하(종합소득 금액 6000만원 이하 사업자)인 무주택 세대주가 요건을 충족해야 한다. 배우자와 세대를 분리해 거주하고 있더라도 배우자가 주택을 소유하고 있으면 주택마련저축 공제를 받을 수 없다.
기존에는 종합소득 금액 4000만원 이하인 경우 월세액 12%가 공제됐는데, 2021년은 종합소득 금액 기준이 4500만원 이하로 높아졌다. 즉 총급여액 5500만원이거나 종합소득 4500만원 이하라면 12%, 총 급여액이 5500만원 초과이거나 종합소득이 4500만원을 넘으면 10%를 적용받는다. 월세 50만원을 내는 총급여 5000만원 무주택 근로자는 올해 연말정산을 통해 72만원(600만원×12%)을 환급받았다면, 내년에는 90만원(600만원×15%)을 돌려받을 수 있다.
올해는 한시적으로 혜택이 더 좋아진다. 반전세와 월세 거주자가 늘어난 현실을 반영해 월세 세액 공제율이 한시적으로 최대 15%까지 오를 예정이다. 다만 한도는 연 월세액 기준 750만원으로 상향하지 않고 그대로 적용한다. 다만 1년만 한시적 상향이라는 점을 주의해야 한다. 월세를 아무리 많이 냈어도 월세 세액 공제 대상 금액 한도는 750만원(월 62만5000원)까지라는 뜻이다.
아울러 분양권 또는 주택을 담보로 돈을 빌린 경우 상환 기간이 10년 이상인 장기 차입금에 대해 이자를 공제받을 수 있다. 2021년 연말정산에서 달라진 점은 주택 기준이 기존 4억원 이하에서 5억원 이하로 확대됐다는 점이다. 만약 4억5000만원에 해당하는 분양권을 담보로 돈을 빌렸다면 2020년에는 이자를 공제받을 수 없었지만 이번 연말정산에서 대출 이자 공제가 가능해진다.
전세대출과 함께 내 집 마련을 위해 가입하는 청약저축도 절세혜택이 있다. 무주택 세대주로 총급여액 7000만원 이하면 청약종합저축에 납입한 금액의 40%를 소득공제 받을 수 있다. 부양가족 명의로 가입한 경우는 소득공제대상에 해당하지 않고, 근로자 본인 명의로 가입한 것만 공제가 가능하다.
한편, 연말정산 관련 정보는 국세청 웹사이트 '연말정산 종합 안내', 국세청 유튜브 등에서 각종 정보를 확인할 수 있다. 국세청은 홈택스 사이트를 통해 주요 연말정산 상담 사례를 공개하고 챗봇 상담 서비스, PC 원격 조정 상담 서비스를 제공할 예정이다.
월패드 등 스마트홈 네트워크를 통해 우리나라 아파트 내·외부 모습이 그대로 노출 중인 것으로 확인된 가운데 해외 해킹 웹사이트에 서울의 빌라 내부로 추정되는 사진이 추가로 대량 업로드 됐다. 업계는 취약한 홈 네트워크를 노린 보안 위협이 심화할 것으로 보고 보안 조치가 시급하다고 경고한다.
19일 해외 해킹 웹사이트 R(이니셜 표기)에는 한국의 빌라와 오피스텔 내부로 추정되는 사진이 대거 등록됐다. 거실 전경부터 발코니, 정원, 바깥 전망까지 한눈에 들어오는 사진이 포함됐다. 이어진 포스팅에는 오피스텔 내부로 보이는 사진이 수백장에 달하는 분량으로 올라왔다.
앞서 R 웹사이트에는 국내 한 아파트 내부 사진으로 추정되는 사진이 공유됐다. 아파트 거주자들의 실생활이 그대로 촬영돼 공유됐다. 주차장 카메라에 비친 배달기사와 출입자 얼굴 전면까지 담겨 유포됐다. 본지 10월 19일자 3면 참조
이들 사진은 홍콩의 한 웹사이트에 먼저 공유된 뒤 해킹 포럼에서 재공유되는 방식으로 확산하고 있다. 사이트에는 한국 주거지를 특정한 사진 게시물이 지속 업로드 중이다. 우리나라 아파트 내부 사진이 처음 공유되기 시작한 시점은 지난 13일(현지시간)이며 이후 주차장, 현관 등 사진이 추가로 올라오는 상황이다.
월패드, 웹캠, IP카메라 등 스마트홈 네트워크를 통한 해킹은 사생활 침해를 넘어 악성코드 유포와 분산서비스거부(디도스) 공격에 악용될 가능성이 있어 최대한 빠르게 조치하는 것이 필요하다.
남우기 한국정보통신기술사회 회장은 “일반 웹캠의 경우 사업자 보안 조치나 패스워드 보안 문제로 해결할 수 있지만 월패드는 문제가 더욱 심각하다”면서 “월패드가 해킹됐다는 건 내장된 카메라만 해킹된 것이 아니라 공격자가 내부 서버에 접근할 수 있었다는 의미”라고 설명했다.
